Institutet grundades 1997 av Tun Hussein Onn National Eye Hospital (THONEH) . Den består av School of Ophthalmic Medical Personal, School of Optometry och School of Post Graduate Studies and Research. Kurserna är ackrediterade av Malaysian Qualifications Agency .
